An NPC whose world is not loaded waits for it. The console says so on startup, and the NPC appears as soon as the world loads, for example when a world plugin loads it later. Its file is left alone.
A file with no location at all, or one that is not valid YAML, is skipped with an error in the console. /pnpc reload reports how many files could not be loaded.
