The Lite version holds one shop. The New Shop button in the editor shows the count as 1/1 and stops creating shops once it is reached. Categories are not limited, so one shop can hold as many categories as you like.

A second shop file dropped into the shops folder by hand is not loaded either. The console says so, and the file is left untouched.

Not loading shop "vip": the Lite edition holds 1 shop, Premium loads all of them. The file is still there and was not changed.

Migrations fit in that one shop: an import from another shop plugin writes a single shop with one category per shop of the old plugin.

Unlimited shops are part of the Premium version.
