The item you hold has to match the shop item under that item's Selling Rule. The default is Exact, where the name, lore, enchantments and custom data must all be the same. A renamed, enchanted or damaged copy is refused.
When the shop item has purchase items, selling matches against the first one, not against the item shown in the menu.

Loosen the rule only on items the shop does not sell, or a player can buy something cheap, change it and sell it back as something else.
If the rule is not the cause, check that:
- The item has a sell price. A price of
0means it cannot be sold. - The item and its category are enabled.
- The item's currency can be used, since an item whose currency plugin is missing cannot be sold.
- For /sell and the sell menu, the shop is listed under
sell.shops-whitelistedinconfig.ymland the player can open it.
