Another plugin already owns that command. Phoenix Shop does not take a command away from another plugin, so the shop is left without a command of its own, and the console says so on start.

Pick a command nobody else uses in the shop's settings, or open the shop with /pshop open <shop>, which always works.

A new or changed command is registered straight away from the editor, and on /pshop reload after editing the file.
