On this page, you will find every command used to look up the accounts sharing an address.
Every command needs phoenixlobby.alts. Which set answers depends on where the protection runs: on a network the proxy takes the command, and the lobby one replies that the proxy is in charge.

The settings are reloaded by /phoenixlobby reload, or on their own when you change them in the editor.

A player that has never been seen cannot be looked up, so the answers only reach as far back as the History does.
/alts remove only forgets an address. That frees a slot when Count Offline Accounts is on, and changes nothing otherwise, since the limit is then counting the accounts connected at that moment.
