What each one is for, when you do install it:

Vault and ViaVersion appear in the plugin's soft dependency list, which is why the console mentions them at startup. That line is informational — no feature waits on either one, and there is nothing to fix if you never install them.
An NPC engine whose plugin is missing shows as Not installed in the editor and cannot be picked, so nothing breaks — that engine is simply unavailable until the plugin is there.
